Municipal Service Commission was first
constituted under the Calcutta Municipal Corporation Act 1980, by a
notification of the State Government dated 22nd March, 1984. Its
predecessor however, was the Calcutta Municipal Service Commission which
came into being with effect from January, 1954. This Commission
therefore can be called an organisation with about 55 years of
existence. Duties and functions of this Commission have emanated from
the provisions of Sec. 19 of the Kolkata Municipal Corporation Act 1980
which reads as “Appointment to a Category A or a Category B post shall
be made on the recommendation of the Municipal Service Commission”.
Also relevant in this connection is the provision of Sub Sec.(5) of Section 21 of the said Act which stipulates that “No officer or employee of the Corporation appointed on the recommendation of the Municipal Service Commission shall be reduced in rank, removed or dismissed except after consultation with such Commission”. This Commission is constituted in terms of the provisions of Section 26 of the KMC Act 1980. According to the Act the Kolkata Municipal Corporation shall constitute a Municipal Service Commission consisting of a Chairman and three Members, one shall be nominated by the Kolkata Municipal Corporation and two by the State Government, one of whom shall be the representative of the Backward Classes Welfare Department.

Pay Scale: Pay Band – 2 of Rs. 5400 – 25200 with Grade Pay of Rs. 2600.
Eligibility
Age limit: (as on 1 January 2013)
Minimum: 18 years
Maximum: 40 years
Qualifications: Higher Secondary Examination from the West Bengal Council of Higher Secondary Education or equivalent with Knowledge of Computer Applications.
Selection Procedure: Selection will be done on the basis candidates’ performance in the written test followed by Personality Test/ Interview.
The two and a half hour OMR based written test will have 100 multiple choice Objective type questions on General Knowledge, Current Affairs, Science, Mathematics, reasoning etc of two marks each.. The paper will be in English.
Candidates qualifying the written test will be called for Personality Test / Interview on merit basis. Final merit list will be prepared on the basis of the total marks obtained in the written examination & Personality Test / Interview.
On the basis of the final merit list two panels will be formed. One main panel against clear vacancies and one supplementary panel against subsequent vacancies will be prepared. Only main panel will be considered for recruitment under Municipal Service Commission.
There is provision for negative marking in the written test. One mark will be deducted for each wrong / incorrect answer.
Candidates will have to produce all documents / certificates in Original, when asked for.
Admit Cards for the examination will be sent to the eligible candidates.
Application Fees: Non-refundable fees – application fees of Rs. 150 and processing charges of Rs. 50 – have to be deposited in any branch of United Bank of India. The amount has to be deposited in A/C No.0088050006323 vide triplicate fee payment challan available at Commission’s website www.mscwb.org.
Commission’s copy of the fee payment challan will have to be attached with the application form.
Candidates belonging to SC / ST & PH category are exempted from payment of application fees. They will, however, have to pay processing charge of Rs. 50
Note: Bank charges of Rs. 20 per transaction have to be borne by the candidates.

How to Apply: Interested and eligible candidates should send their duly-filled application form along with the Commission’s copy of the fee deposit challan form, and attested copies of required certificates / documents / testimonials by ordinary post to “The Secretary, Municipal Service Commission, 149, A. J. C. Bose Road, Kolkata-700 014 (Opposite R. Ahmed Dental College & Hospital near Maula Ali)” so as to reach the concerned authority by 28 January 2014 (1600 hours).
The application can also be dropped in the application drop box kept at the Commission’s Office on all working days till 28 January 2014.
On the envelope containing the application, candidates must mention the Name of the post applied for and the Category they belong to.
